Germans Have Had Few Temporary Successes But Have Retired Behind the Yser Canal and Attacks Slacken.

Turks Blame England for Their Part.

Movement for Conscription in Great Britain Progressing Rapidly and Those in Touch With Public Sentiment Think it Will Come About Before Christmas, as Turkey's Entrance Into War Makes More Men Necessary.

LONDON, November 14. The battle of Flanders has now been in progress four weeks, and the position of the armies tonight is practically the same as when it started. After taking Antwerp and Ostend, the Germans proceeded with little opposition as far as Nieuport on the Yser Canal, where the Belgians, Allies and floods, checked the coast movement, then they attempted to break through at Ypres and Dixmude. The Germans have had a few temporary successes but are now said to be back on the east side of the canal, and have slackened their attacks. The Germans say stormy weather has disturbed operations. High wind and driving rains prevail, according to their reports, making it impossible for the men to protect themselves, notwithstanding both sides have been making attacks. The Germans report the capture of prisoners and the French claim repulsing the enemy. From the Franco-Belgian border as far as Verdun, the Germans are active and both sides are claiming successes. There has been fierce fighting along the Aisne, the Argonne forest and in the vicinity of Verdun. Further east, winter has set in and troops are now facing in the snow covered mountains. Russians are continuing the enveloping movement around East Prussia. They have now entered Dypin and West Soldau, on the road to Thorn, and also claim a victory on the Vistula. The Germans seem to have decided to make a stand on the Warthe river, and preliminary engagements are on further south. The Russians continue to approach Cracow. Fighting continues in the Caucasus between the Russians and Turks, both claiming successes. The Turkish statement blames England for dragging her into the war, charging an attempt to wreck their country, and that the British guarantee of integrity was not regarded seriously because of her occupation of Egypt.

French Say Defending Line Holds.

PARIS, November 14. Tonight's official communication says: "From the North Sea to Lille the day has been good. Two attacks by the enemy, one northeast of Soonnebecq and the other south of Ypres, have been repulsed, the latter with heavy losses to the Germans. Between La Bassee Canal and Arras, in the region of Lens, the enemy made two attempts without result." The statement adds that the Spanish Ambassador at Berlin, in charge of French interests, is being permitted to visit prisoners in camps. A like privilege is accorded to Ambassador Herrick, representing the Germans, to visit the French camps where Germans are held. All attempts of the Germans to reach Calais have been frustrated by a forest of bayonets presented by the Allies. The opposing forces are about equal, accounting for the fact that neither side is able to overwhelm the other. Attacks by Germans are carried out with heavy masses of men in the belief that one point might yield. Some hamlets in the vicinity of Dixmude have been occupied by both sides three or four times.

Conscription Threatens England.

LONDON, November 14. A movement for conscription in Great Britain progresses rapidly and men in close touch with public sentiment predict it will come before Christmas. The addition of Turkey to the belligerents affects the British interests on two fronts. More men are necessary for the defense of Egypt, and on the other hand, the deflection of a part of the Russian forces against the Turks may decrease the pressure against the Germans and Austrians.
