Baltimore, June 7.
Extract of a letter from the Commandant of Fort Charlotte, Mobile, to a gentleman in this city, dated May 1, 1817.
"The Spanish commandant at Pensacola, has refused to suffer our transports, with provisions for the United States troops stationed upon the Coniba and Escambia, to pass up the bay, without craving an enormous duty--he told me he should consider this as a direct infringement of our treaty, and an act of hostility, and had reported it accordingly to our government. I have but little doubt the General will force the pass unless he receives orders to the contrary."
