SOUTH BEND. Ind.--"The International Labor Organization represents the determination of free men to fight poverty everywhere as a means of reducing the misery and insecurity that are at the root of causes leading to war.
"It also represents the determination of free men to take action against the exploitation of human beings as a basis for competition in international trade."
In both cases, he quoted appropriate sections of the Treaty of Versailles which outlined these objectives.
"The ILO," continued Wilkins, "does not seek to reach its objectives by compulsion. It is based on the voluntary cooperation of the governments, employers, and workers of the participating countries and relies on their enlightened self-interest."
That statement was made recently by Assistant Secretary of Labor J. Ernest Wilkins before the ILO conference at the University of Notre Dame.
