A Municipal Ownership Move.

Detroit, March 12.—The common council last night granted the Co-operative Telephone Co., recently organized here in opposition to the Bell Co., a franchise to do business, establishing the maximum rate at $24 for residence and $48 for business phones. The ordinance contains a provision that the company must sell its plant to the city when the city obtains the right to operate a municipal telephone exchange. The council also instructed the mayor to appoint a commission to install municipal gas plant.
