CARGO OF WOE ABOARD VESSEL DUE ON COAST
SAN FRANCISCO. Oct. 15. (UP) - Carrying renewed threats of labor controversy in its hold, the first New Orleans vessel to arrive on the Pacific coast since an International Longshoremen's Association strike paralyzed Gulf of Mexico ports will dock at San Pedro Thursday.

Thomas G. Plant, president of the San Francisco Waterfront Employers' Association, said the Luchenbach Line's freighter Katrina will tie up at the Southern California port. If its assertedly "unfair" cargo is worked by union longshoremen there, it will proceed to San Francisco, he said.

The craft carried a consignment of "hot cargo," so declared by Joseph P. Ryan, international president of the longshoremen's union, because it was loaded by dock workers who did not respond to the association's strike call.
