BALTIMORE, April 9.

Yesterday arrived here, from Marseilles, in France, the ship Harmony, Capt. William Robinson, which place he left on the 18th of February.-- Capt. Robinson put into Gibraltar, which place he left on the 26th of February--he informs, that on the 31st of January, war was declared by the National Convention of France against the English and Dutch. That on the 7th of February following, the harbor-master of Marseilles received orders to unship the rudders of the English and Dutch vessels in that port, and accordingly did so-- That as soon as the news reached Marseilles, they immediately began fitting out privateers--That two privateers sailed in company from Marseilles with the Harmony--That in three days after Capt. Robinson sailed, there would be ready for sea, upwards of 18 sail out of that port, from 4 to 24 guns each-- That on the 20th of February, a French privateer of 14 guns, fell in with six sail of English and Dutch off Cape Palos: took five, and one brig made her escape to Gibraltar.

Capt. Robinson further informs, that on his arrival at Gibraltar, the Admiral sent for him to come on board, and made strict enquiry, whether France had declared war against England or not; and when the Admiral found it to be so, he made his signal for all the frigates out in the Gut's mouth to come in, and gave them orders to cruise in the straights, and bring in all French and English vessels they could fall in with--That in Cetia and Toulon they were acting in the same manner as at Marseilles. The Admiral at Gibraltar, informed Capt. Robinson, that he expected ten sail of the line daily to arrive there.

When Capt. Robinson sailed from Gibraltar, he had heard nothing of the death of the Queen of France.
