get himself into trouble.

Then, again as usual, Secretary
Stimson, takes a fling or two at the
United States army. He thinks that
it is undermanned and that there are
not officers enough, an annual senti-
ment. Perhaps, he is right—no, prob-
ably he is right. Yet, for an organ-
ization of limited strength, the United
States army is remarkably efficient
and, in case of real war, would prove
a military school of excellence.

There is, perhaps, nothing wrong
about the report of the secretary of
war. It will, however, serve to give
to Richmond Pearson Hobson excuse
for breaking forth again in lamenta-
tion about the utter helplessness of
our great republic. For this reason,
if for no other, the words of Mr. Stim-
son are to be deplored.
