Kingston, (Jam.) Jan. 5.—The Admiral has forwarded to his Honor the Mayor, the subjoined copy of a letter, received by him from the British Consul General at Bogota, relative to the re-establishment of a duty of 5 per cent. on all foreign goods imported into the ports of Colombia.

SIR—I send herewith the copy of a letter dated the 14th ult. addressed to me by Jas. Henderson, esq. his Majesty's Consul General at Bogota, relative to the re-establishment of the old Alcabala tax of 5 per cent. and beg you will be pleased to make the same known in the usual way, for the information of the merchants.

Bogota, Dec. 14, 1826.
SIR—I have the honor of informing you, for the guidance of British merchants trading with Colombia, that the 5th Article of a Decree passed on the 23d of November last, by his Excellency General Bolivar, the President, and published in the Government Gazette of the 10th inst. re-establishing the 3 per cent. consumption duty (derecho de consumo) abolished on the 25th of March last, is again suppressed by a Decree of the Executive Power of the 7th inst.
The latter Decree, on re-abolishing the consumption duty, renews the old Alcabala tax of 5 per cent. which was suppressed by the Constituent Congress of Cúcuta on the 3d of October, 1821.
As the Alcabala duty, established by the Decree of the 7th inst. will be collected on the sales of foreign importations, it may be regarded as an addition of 5 per cent. to the sale of new import duties, which I have already had the pleasure of transmitting to you.
The collection of this duty will commence on the 15th of February next in the ports of the Atlantic, and on the 15th of May following in those of the Pacific.
