FROM HAVANA.
We have intelligence from Havanna as late as the 12th instant. We understand from authority that may be relied upon, that orders had been received by the Gov. at Havanna, to shut the port to all foreign vessels; but the people in general were so exasperated at this news that the Governor had not firmness enough to enforce it. On the King's birth-day. the Governor addressed the people at the government square, and informed them that, he had just received intelligence that he was going to be relieved by another Gov. who was momently expected with some troops-and on ending his speech, he desired the people to cry out Vive le Roi-but 6 of the soldiers obeyed the order-the rest cried out Vive le Constitution!
It is thought the country will declare itself independent, and open its ports to all nations ; but whether this revolution will take place without the effusion of blood or not, God only knows.
A vessel arrived at Havanna on the 11th inst. from France, which brought the news that a large expedition had been fitted out in France for St. Domingo with twenty thousand troops who were to have sailed in the course of this present month-the division at Brest had already embarked when the order was countermanded, and the expedition postponed till October next.
Sixteen vessels had arrived at Havanna from Martinique and Gaudaloupe with flour; also several from New-York and Philadelphia-flour is down to 16 and the duties and port expences equal to $10; rice $3 50 and a few weeks ago it had been sold at 2. This depreciation in the price of American produce is attributed to two causes, either that the market is considerably overstocked, or, to the certainty which the people have that the port will not be shut to the American commerce.
