MEXICO.

The John, capt. Hilliard, at N. York, brings accounts from Vera Cruz, to 13th March. The country continued in a very unsettled state. The Republican partisan chiefs were concentrating their forces at Puebla, preparatory to attacking the emperor in Mexico, who has about 2000 men attached to him, with the Indian population in his favor. But the general opinion appeared to be, that there will be no fighting, and that the emperor will soon seek his personal safety by flight, or make some arrangement with the Republicans, by which he may be permitted to retire as a private citizen.
