The first paragraph is the preamble. The 2nd requires 'natural born subjects", in foreign service, to return 'to their bounden duty and allegiance.' The 3rd authorises all commissioned vessels to stop and seize upon such seamen as are employed in a foreign merchant vessel. The 4th requires B. ships of war to demand such seamen, if they are employed in foreign ships of war; and in case of refusal, application is to be made to the government to which such foreign ship belongs, for redress. The 5th vacates the right of naturalization in other States, and declares that all those, who continue in service in contempt of this proclamation, are liable to be proceeded against for such contempt. The 6th declares all such subjects as voluntarily enter on board of foreign ships of war to be guilty of high treason.
