New Spanish Minister Declines to Discuss Political Questions.
Senor Luis Polo y Bernabe, Spanish minister to the United States, who arrived in New York on the steamer Kaiser Wilhelm II., did not have much to say for publication, but declared that he was glad to return to America, where he has many friends. "I had a pleasant voyage, and if my stay in this country is as pleasant," said he. "I shall be satisfied. For the present I must follow the example of your minister in Spain, Gen. Woodford." When asked what Gen. Woodford was doing in Spain the minister placed the index finger of his right hand over his lips and said nothing.
