DREYFUS' SALE OF STATE SECRETS
The Documents Purchased by a Member of the German Embassy.

London, Nov. 15.--The Rome correspondent of the Daily Mail says: "A high officer says that the recent recall of Colonel Schwarzkoppen, military attache of the German embassy at Paris, has vital significance.

It was due to the direct intervention of Emperor William in order to lessen an increasingly dangerous situation, Colonel Schwarzkoppen being the person who negotiated the purchase of the secret documents which led to the condemnation of Captain Dreyfus."
