We learn from the last Elizabeth City Old North State, that Mr. Outlaw is a candidate for re-election to the 32d Congress, from the Ninth District. Mr. Outlaw, it appears, has caused himself to be announced for re-election with as much coolness as if he possessed a life tenure in the office. We have heard other gentlemen spoken of among the Whigs as Mr. Outlaw's successor before the people; and among them Mr. Barnes, of Northampton, and Messrs. Winston and Cherry of Bertie.

We hope our Democratic friends will hold their Convention—bring out their candidate, and elect him. They can do it. All they have to do is, to start an acceptable candidate, who will give the District a thorough canvassing, and the day is ours.
