Yesterday arrived a Mail from Holland.
Petersburg, Sept. 17. The Court, at the Request of the Field-Marshal Count Munich, has given Orders for preparing a Million Seven Hundred Thousand great Beams to be sent to Oczakow, not only to repair that Town, but to erect several new Buildings there; and as the Court designs to make considerable Magazines there for serving next Campaign, in Case the War continues, Orders are likewise issued for sending thither a prodigious Quantity of Provisions of all Sorts. Vice-Admiral Sinewin is to set out To-morrow or next Day, with 29 Sea Officers, and 800 Seamen, for Oczakow, whither the Russian Flotilla has received Orders to Winter. We have received Advice, that the Seraskier and other Turks taken Prisoners at Oczakow, are arrived in the Ukraine, and that the Aga of the Janissaries, who was incognito at Oczakow, was killed in the Defence of that Place, which the Court seems resolved not to part with any more than Azoph; and the Preservation of it seems the less difficult, Since a Detachment of our Troops has taken Kimburn, a small Distance from it. The Court ordered the Plenipotentiaries at Nemiroff to let the Turks know, that the Empress will grant the Porte no longer Time than the latter End of October, for accepting Peace upon the Conditions already proposed. In the mean Time, a Resolution is taken to raise 40,000 Men, for augmenting the Army under Count Munich, which it is proposed to do by taking One out of every 125 Subjects in the Empire, including even the Clergy, whom it is thought, ought to fight as well as pray for the State that has so long maintained them; so that every Priest and Friar, under 30 Years of Age, must take the brown Musket, and after the War they may take up the Habit again, if they don't like better to continue Soldiers.
The Persian Ambassador here has notified to the Court, that his Master, the new Sophy Thamas Kouli-Kan, having subdued all the Rebels on the Frontiers of Tartary, marched into the Province of Candahar, and had besieged the Capital of it, after defeating a great Body of Rebels that opposed his Passage: The same Ambassador adds, that the Great Mogul had sent a solemn Embassy to Kouli-Kan, to acknowledge him Sophi of Persia. The last Letters from the Field-Marshal Count Lacy say, that he was advantageously posted on the Banks of the River Molatziwodi, which falls into the Muddy Sea, where he intended to stay some Time longer, to bridle the Tartars, above 10,000 of whom he brought with him Prisoners out of the Crimea.
