"PENSACOLA. June 26. 1821.

The Spanish authorities still prevail in Florida; but we hope every thing will be prepared for a change of flags on the arrival of the garrison of St. Marks, which I informed you in my last had been ordered to this place, and may now be expected in a few days.

The claim to the artillery supported by each of the commissioners, in behalf of their respective governments, has not yet been decided. Neither do I believe that a final disposition of this question can be made by the commissioners, under the authority with which they are vested Spain having directed her commissioner to remove the ordnance and ordnance stores from the fortifications of the ceded territory, and the United States having directed her commissioner to protest against its removal, as having been ceded by the treaty as appendages to the fortifications. I think, however, an arrangement of this kind may be made, which will relieve the commissioners from the embarrassment which their instructions have created, viz. the artillery to be left for the present in our possession, subject to the future disposition of the two contracting parties. This measure, which appears to be perfectly equitable, will, I think, be finally adopted, though nothing decisive has yet been agreed on. The governor is a perfect soldier, and a mutual spirit of accommodation subsists between him and General Jackson; so that I am convinced every thing will be amicably and satisfactorily arranged. Gen. Jackson is still with the troops, 15 miles from this place."
