COMMUNICATION.

Private letters from Martinique announce the arrival at that island of 12 ships of war, 6 of which are French and 6 Spanish.

Query. Is that expedition connected with the plan of attack on New Orleans meditated by col. Burr, and which the Alexandria papers state to have been communicated by general Wilkinson to our government? Foreign assistance is mentioned in that communication, and that assistance is to come from the West Indies. A certain concatenation of ideas is not irrational in the present case.
