Mr. James Noble, a Senator in Congress from Indiana, has published 'a card' in the National Intelligencer, in which he states that the vote of the Senate on Mr. Clay's nomination was taken in his absence, whereby he lost his privilege of voting. Mr. Noble further says that he then declared to the Senate, and now declares to the world, that he should have voted in favor of Mr. Clay, for two reasons: first, for his distinguished talents; and secondly, because he would not oppose an administration at its commencement for party purposes; motives which by the way, he does not impute to others.
