VIRGINIA LEGISLATURE.

HOUSE OF DELEGATES.

Richmond, January 28, 1830.

On motion of Mr. White of Rockbridge, the House took up the resolution, that when this House adjourns on the 6th day of February next, they will adjourn until the 31st day of March next. This resolution was carried without debate, by a vote of 72 to 53.

A bill to incorporate the Trustees of Randolph Macon College, produced some discussion--Some of the members objecting to it, because from the character of most of the trustees, and other circumstances, it was apprehended that it was intended to be a Theological Seminary, under the direction of the Methodist Church--Others again denied any such intention. It was not designed to establish a Theological Professorship at all--and finally Mr. Atkinson of Isle of Wight, submitted the following clause by way of rider to the bill:

And be it further enacted, that nothing herein contained shall be so construed as at any time to authorize the establishment of a Theological Professorship in the said College.

With this rider, the bill finally passed--ayes 106, noes not counted.

Some discussion took place upon the following resolution from the Committee for Courts of Justice:

Resolved, by the General Assembly, That the Executive be instructed to distribute 20,000 copies of the Amended Constitution, among the people of this Commonwealth, as speedily as possible.

Mr. Brown of Harrison moved to amend the resolution, by directing an equal number of copies of the present Constitution, and the provision about the right of suffrage, to be printed and go out with the amended Constitution--This motion was lost, and finally the following resolution, was offered by Mr. Bryce, by way of a substitute for the original resolution, and adopted:

'Resolved, That 20,000 copies of the Amended Constitution, be printed for distribution among the people of this Commonwealth, by the members of the General Assembly.'

Mr. Anderson presented the following correspondence, which was ordered to be laid upon the table:

RICHMOND, Jan. 12, 1830.

Sir:--On behalf of the Joint Committee of the Senate and House of Delegates of the Legislature of Virginia, appointed for that purpose, we beg leave to announce to you your election as Governor or Chief Magistrate of this Commonwealth for one year, from and after the fourth day of March next.

In announcing this appointment which, from your able and faithful services in the Councils of your country, will, we have no doubt, prove highly satisfactory to a large majority of the citizens of this Commonwealth, permit us, on behalf of the other members of the joint Committee, and for ourselves personally to add assurances of our sincere congratulations.

THORNTON, Jan. 16, 1830.

Gentlemen:--I have just received your communication, informing me 'that the General Assembly of Virginia, have elected me Governor, or Chief Magistrate of this Commonwealth for one year, from and after the fourth day of March next.'

Be pleased, gentlemen, to communicate to the General Assembly, the deep obligation I feel for this distinguished mark of their confidence, that none can estimate more highly than I do, the honor which they have conferred upon me--that in accepting the office, I have nothing but fidelity, and zeal for the interests of Virginia to offer.

For the kind manner in which you, on behalf of the Joint Committee, have expressed yourselves towards me, receive for them, and yourselves individually, the assurance of my grateful acknowledgements.

I am, gentlemen, with esteem, your obedient servant,

Mr. Gilmer presented a long Report upon the Revolutionary Claims--from the committee on that subject--and Mr. Anderson submitted a substitute--both of which were ordered to be printed for the use of the Legislature.
