Carl H. Mehl, 312 Ferris St., reported to police that an unidentified man struck him Tuesday night in a local cafe when Mr. Mehl asked the man to stand and remove his hat during the playing of the national anthem following the broadcast of President Roosevelt's address.

Mr. Mehl, who said he intended to identify the man and sign a complaint against him, stated that as the national anthem was played, he rose to his feet. Then, he said, he noticed a man, whom he described as "a southerner," remaining seated in another booth with his hat still on his head.

Mr. Mehl said he asked the man whether he didn't think he should stand with bared head when the "Star Spangled Banner" was played. For reply, Mr. Mehl said, the man rose to his feet and struck him.
