Entered in the Register from the Archives letters of the Tribunal of Commerce of the Tribunal of commerce established in the 6th year [23 Nov. 1797] Island of Guadaloupe, sitting in Port Liberty.

Basse-terre in the said Island, the 25th Brumaire, 6th year of the Republic, one and indivisible. [13 Nov. 1797.]

The special agents of the Executive Directory, for the Windward Islands,

To the Tribunal of Commerce.

Several Americans have escaped our vigilance, and that of the tribunal of Commerce of Guadaloupe. The intention of Government is to treat them with the severity that their treaty with our enemies has deserved.

Firstly. Every American who shall not have a Register, Sea-letter, Role d'equipage, invoices and bills of lading ; all in order, and without contradiction, signed by public officers, shall be deemed a good prize.

Secondly. Those whose Captains and super-cargoes are Englishmen by birth, and naturalized since the declaration of war, are to be condemned conformably to the laws.

Although all the Americans clear out for Guadaloupe, the better to deceive us, those shall be declared to be good prize which shall not be taken in the latitude hereof—

The tribunal shall summon officers of the navy, appointed by the rear-admiral, to verify the journals of the ship's course, as well as the declaration of the captors. The decision of the said officers of the navy, shall be annexed to the papers of the case, and the Tribunal shall pronounce judgment, according to the said declaration and other documents. These presents shall be entered in the registers of the Tribunal, to be in force from this day.—Health and Fraternity.
