WASHINGTON, October 1.
A most startling rumor has been privately circulated in strictly confidential administration circles here during the last twenty-four hours, and to-day has come to the knowledge of a few outsiders through the indiscreet and incautious utterances of some of the members of the ring controlled by Babcock, Sheppard & Co. They are so elated and rejoiced at the thought of such a scheme as has been proposed that they have illustrated the truth of the adage, "When wine is in wit is out."
It has been no secret here during the past week that Zach Chandler and his satellites, who are managing the campaign, have not only become seriously alarmed, but absolutely panic-stricken, by their private advices from Indiana and Ohio. They are assured that Indiana is surely lost, and that there's scarcely hope of Ohio, and that the German-American votes have nearly all deserted the Hayes ticket. If this prove true, the Republican party is doomed and ruin stares them in the face.
In this dire extremity preparations have been made for desperate measures. Grant was suddenly recalled from his wanderings, and long and anxious conferences have been held during the closing days of September. The plot proposed and the scheme is favored by many of the Republican leaders
