Dr. Howe has arrived at New York, bringing home the Samana Bay Company in his valise. The doctor seems to have been sadly beguiled by Capt. Lowry of the United States frigate Canandaigua, who arrived off the company's station, May 2, and announced his readiness and intention to put things to rights if it took "hard shot." He promised to do the job at 11 o'clock, the next day, which was Sunday, but on the morrow it occurred to him that it was the Lord's day. Besides he had decided to refer the matter to the arbitration of "President Gonzales," one of the parties to the dispute. Dr. Howe was naturally indignant at that and came home by the next opportunity. Capt Lowry seems, indeed, to be a singular fellow to wear a naval uniform. The most serious part of the joke is for those simple Dominicans who threw their hats up on the strength of his braggadocio. They were "spotted" and will probably be taken out and shot as soon as the war vessel leaves.
