GRAND JURY ORDERED
TO CLEAN UP HERRIN

Herrin, Ill.-The grand jury impaneled in the Herrin City Court to investigate the rioting on the night of February 8, when Constable Caesar Cagle, an alleged Ku Klux Klan leader, was killed, and Deputy Sheriff John Layman, an anti-klan leader, was shot, was instructed by City Judge E. N. Bowen with the duty of "cleaning up" Herrin.

Disturbances, intermittent throughout the last eighteen months, due to alleged bootlegging and the efforts of liquor raiders, were to be investigated fully, the jury was told, "without fear or favor."

Besides sickness, Judge Bowen said, only one thing would unfit a juror for service, and that was membership in the klan or Flaming Circle, an anti-klan organization.
