On the 15th, the affair of the 71 deputies was finally concluded. Merlin of Douai in the name of the government committees, proposed that they should be instantly recalled into the bosom of the Convention, without any reservation of their rights. This proposition met with most unbounded applause and repeated acclamations, all the members rising in adopting the plan of the decree. The list of the members thus restored to their functions was then read; and the names of the two or three who had been omitted, inserted: that of Thomas Paine was expressly comprehended. In the same sitting the Convention revoked the decree of 27 Germinal (April 16,) on the general police of the Republic, framed under the regimen of Robespierre, to seize on, and successively destroy all those who had belonged to the orders of the Noblesse and the Clergy, and even the intermediate class between these and the people. Cambaceres proposed to grant an amnesty on account of all revolutionary crimes, those excepted which the penal code deemed capital. The members rose amidst a general joy, and the repeated acclamations of Live the Convention, the Country and Liberty. The proposition was, notwithstanding, referred to the committees.

On the 9th, a member demanded the revival of all the cruel laws framed during the reign of Terror. This demand was supported by Tallien, who was desirous that the three committees should make a report on the question, Whether it would not be expedient to annihilate the Revolutionary committees?
At the close of the sitting of the 12th, Legendre, in the name of the military committee, and the committees of Public Safety and general security, informed the Convention that the workmen belonging to the manufactories of arms at Paris, were in motion, and desirous to proceed in a mass to the Convention: the committees had sent three of their members to the workmen, inviting them to choose a deputation of twenty of their own body, to proceed with their petition to the bar of the Assembly. In the same sitting the Convention declared that it would receive no demand for the revival of the sentences of the criminal tribunals, decreeing the confiscation of property for the use of the Republic, and executed during the Revolution. Clauzel stated, that the leaders of the Jacobins had brought into Paris an immense number of cut-throats and assassins.
