The Proclamation to be Enforced.—The President is reported to have said to a committee of distinguished gentlemen, which waited upon him during the latter part of last week in regard to the emancipation proclamation and other matters, that he carefully considered the matter before issuing his proclamation, and that, having since had no occasion to change his views on the subject, there would be no withdrawal, modification or postponement of it—still believing the interest of the country demanded its enforcement.—Washington Republican.
