MARTIAL LAW THREAT MADE BY MERRIAM

COLUSA. Cal., July 17. (U.P.) to call upon all military reserve forces and the entire California populace if necessary to stop trouble in San Francisco and to crush Communistic developments.

In a stirring speech at a meeting of service clubs he said he hesitated to declare martial law in San Francisco, but that if conditions continued and if Mayor Angelo Rossi and a citizen committee of 500 decided that martial law was required, he would order all national guardsmen to San Francisco.

If the guard was not enough, he would call upon all army reserve forces and the American legion.

Legion officials, he said, had conferred with him and promised that the organization was ready to cooperate in any way the state desired in order to control the situation in San Francisco.
