The FRENCH REPUBLIC.

CLUB OF THE MANEGE.

July 18. Barras, after engaging his Brethren to swear by the manes of the Patriots massacred at Grenelle, never to disunite, proposed an Address to the Legislative Body, in the following Articles:

Art. I: The punishment of the guilty, and of the bloodsuckers of the people.

2. The reduction of all great Salaries until the conclusion of Peace, to be assimilated to the indemnity of the Deputies.

3. An invitation to the Legislative Body not to let the Taxes incurred by the War fall heavy on any but on 200,000 rich persons.

4. The perpetual extinction of Mendicity; the suppression of Places of Prostitution, of Games of Hazard, and of Anti-Republican performances.

5. The opening of the Work shops for Arms; the organization of Houses of Industry, and a Requisition of all Idlers, without means, to work in them.

6. The purifying of the Ministerial Offices.

The Speech and Address were ordered to be printed.

July 19. A Citizen in a written speech which he read, contended, that the spirit of devastation which had influenced the measures of the Ex. Directory, still existed in the regenerated Directory. He added, that the question of establishing a Constitutional King, was then agitating in Paris. He pronounced the Public Ministers to be Tyrants, without genius, or knowledge, and whose financial blunders had done more mischief than the march of Suwarrow. He proceeded, "We are all threatened with death. Should the Legislative body be deficient in energy—The arms of the assassins are prepared—their poignards are sharpened—and their poison ready—their mercenary journalists are sounding the tocsin of your last hour! Will you then perish in a cowardly manner?" [Here all the Members rose and cried "No! No! To arms! To arms!"]-The Orator then moved an Address to the Legislature, desiring a Law for re-arming the National Guard—and disarming all Royalists. Unanimously agreed to.

A member moved the denunciation of many persons employed in the War-Office, as Royalists: Unanimously agreed to.

JULY 22.

Quatremere Dijonval, Adj. of the Batavian troops, read a letter from Holland, accusing Talleyrand of attempting to restore the Stadtholder. He complained of the misuse of the word anarchy. He concluded by denouncing the ambassador at Paris—as an agent of the Stadtholder and a spy of England.

July 23.—A citizen complained of the delay in punishing the Ex Directors, &c. "If the Legislature (he said) delays any longer to bring them to trial, it will prove clearly that it is unwilling to make their cause common with that of the people." [This sentence was encored. He proposed the confiscation of their property, and he ended with denouncing all ambassadors as the greatest enemies of the Republic. [Loud applauses.]

Pigneard said this was an attack on the Legislature. Others said it was a mere exercise of the right of opinion. Violent tumults ensued.

Pigneard was hissed. The order of the day was at length attended to.

Ricard observed "that Moderation in a Republic was the same as Cowardice in an Army."

It being mentioned that it was wished by the Council of Elders that the Club would retire from its present state of sitting—it was resolved that they would only retire when they should be legally compelled.

July 26.—Cornet in the name of the Committee of Inspection, proposed that no political society should sit within the external inclosure of the Council.

Courtois complained of the Club of the Manege.

Robespierre (said he) and his sanguinary agents are already rising from their ashes.—

He proceeded, "It is now fully known that there exists a Committee of Intrustation, composed of thirty-nine brethren, a Commission of eleven members chosen from the thirty-nine, and a secret Directory, which is the repository of the hopes of the Children of Israel. It is only after very particular interrogations that persons are admitted among the number of the elect. They are asked, "Have you been the friend of such and such a martyr of liberty?" The object of this holy brotherhood, the pretended government which they are desirous to establish, is that of blood, of tears, and of scaffolds, which they wish to propagate. They talk of the constitution of the 3d year, but they sincerely deprecate every kind of Constitution. They cannot endure submission to any government. I openly state, that the regenerated Directory is offensive to them, and that they have already devoted two of its members to death. With respect to the other three, they will be content with displacing them. They next intend to concentrate all power in the Councils, with the ultimate view of disposing them also of it. Their party is already formidable. They will shortly procure arms and ammunition, and their lists of proscription are made out.—Do not then permit another body of men to form a government within a government, and let us unite into an impenetrable phalanx round the constitution of the 3d year."

Courtois' speech was ordered to be printed.

Dufont and Garat moved for a General Committee, that Courtois might state the facts on which he grounded his charges.

Note.—It is confidently stated, that in the General Committee a great many members communicated discoveries of the highest importance. Courtois demanded that the Deputy who had dined on the 24th with Le Clerc (des Vosges) might come forward; and everyone remaining silent, he declared that at that dinner it had been under consideration to assassinate two members of the Directory, revive the System of Terror, establish a Convention, and afterwards proclaim Royalty. The Council of Elders charged the Inspectors to collect all the facts and documents which prove the existence of the conspiracy, and to make their report without delay.

July 26. Many petitions for the punishment of the Ex-Directors were read. The act of accusation was read again according to the Constitution.

PARIS, JULY 25.

Madame Roberjot denies that ever she charged Derby or the French government with the murder of her husband.

JULY 28.

The Hall of the Manege is Shut up, and the entrance guarded. The Society has opened at the Convent of the Jacobins.

2,000 well-equipped Chouans appeared a few days since in the environs of Alençon, and remained there two days.

Rheinard, Minister of the French Republic to the Helvetic Republic, is appointed successor to Talleyrand, as Minister of Foreign Affairs.

The Directory have declared themselves satisfied with Talleyrand's conduct.

JULY 29.

A paper states, that the King of Prussia secretly signed his accession to the coalition on the 6th of March. The recent conduct of Frederick, has certainly given more satisfaction to the Allies than his former measures. He has suffered Russian troops to pass through his territory, destined to combat the French.

The junction of Macdonald and Moreau is officially announced. The two Generals then are together; but where are their armies?
