GENEVA, May 26. Japan demanded substantial naval parity with the United States, branding the Washington and London treaties as “unstable,” and opposing their continuance after 1936. Confronting the general committee of the Disarmament Conference with a set of proposals, the acceptance of which he declared “appears necessary to enable Japan to adhere to a disarmament treaty,” Naotake Sato revealed Japan's naval limitation program, which would completely overthrow the five-five-three ratio established at Washington and carried on at London.
