A dispatch from Washington to the western press states: A project on Mexican matters, submitted to President Johnson, urges the necessity of immediately concluding a treaty by which the United States will obtain a quasi protectorate over that country, in view of the fact that President Juarez will forthwith declare that all treaties with England, France and Spain are abrogated. The revenues of Mexico were pledged to these countries by treaty stipulation, and this abrogation will probably lead to a declaration of war, unless the United States intervenes.
