Lower ELBE,(Hamburg)Sept. 7.

Should the civil war so much expected in France, not succeed to the wishes of the turbulent, robbers, and public disturbers,- they have still hopes that the entrance of the Russians and English into France, will furnish them with terrible arms against the honest, innocent citizens, and confound royalists, moderates, and Jacobins all together ; then, say they, happiness will appear in these Republics.- How much therefore, ought the Batavian and French devoutly to wish success to the Anglo-Russians!

It is a fact worthy of remark, that the departments of the south of France, where the Administrators have not been, changed, still remain in peace and quietness.
