Mode of disposing of offices at Washington—Mr. Poindexter, a Representative from the Mississippi Territory, in a letter to his Constituents, says, "It is a well known fact that the suffrages of the people are never consulted in the election of officers, designated to rule in the respective Territories. Intrigue, fraud, perfidy, and chicanery, are engines not unfrequently wielded to obtain for the fawning sycophants that preferment which is denied to the independent possessor of virtue, integrity and talents."
