Madrid. Feb. 14.
General Vives, who goes as our new Minister Plenipotentiary to the U. States, is the bearer of the ratification on the part of our government, of the Treaty of the Cession of the Floridas, and that too with the full and entire approbation of the Court of London. The ratification is conditional—America must recognize the grants of lands which took place anterior to the treaty, and she must also discountenance the S. American expeditions fitting out in her ports; then and then only will the King's ratification be delivered.
