NANKING, July 17, (AP) The Chinese government charged today that 130,000 Communist troops had opened an offensive along the Yangtse river and were attacking only 20 miles from Nanking and 45 miles from Shanghai.

The government carried a protest to General Marshall, asserting the Communists intended to sweep up key cities and ports along the 175 miles of the mighty river, between this port and Shanghai.

The Communists had complained to the special U. S. envoy late yesterday, charging the government was provoking this East China fighting and the situation was "heading directly into a full-scale civil war."
