MR. RANDOLPH.--It is officially announced in the Telegraph, of Friday, that Mr. Randolph, in consequence of a rapid and threatening decline of his health, has left St. Petersburgh. He arrived in London on the 29th of September, on his way to the south of France, where with the approbation of the President, he intends to spend the ensuing winter, and to return to St. Petersburgh in the spring if the state of his health will admit of it. We do not hold General Jackson's administration responsible for the ill health of Mr. Randolph; altogether Mr. Adams was so held, in a similar case--that of the late Rufus King.
