--Levy Fraction Over 19 Mills--
State-School Levies Increase.
At their meeting on Monday, October 4, the county commissioners will fix the tax levy for the year 1910. According to estimates of receipts and expenditures made by the board and the county auditor, based largely on the requirements for the fiscal year ended June 30, 1909, printed in detail in another column, the levy for the coming year will be a fraction over 19 mills, divided as follows:
Current expense fund 3.15 mills
Road and bridge 2.81 mills
School 4.27 mills
Indigent soldiers .025 mills
State levy 8.92 mills
Total 19.175
The above figures will probably be revised so as to eliminate the fraction in the total. In the above the levy for the current expense fund is reduced nearly a mill, or to be exact .894, and for roads and bridges is increased about one-third mill.
Under the 1909 law school taxes are levied wholly by the county, except in cases of special levies, instead of by the county and the school districts jointly as heretofore. Thus the county school levy for this year was 1.5 mills, plus the various district levies, while for next year it will be 4.27 mills, which will raise $10 for each pupil, as required by the new law. In all of the city and town districts and in some of the country districts special levies will be necessary ranging from 2 to 20 mills according to needs. No more money for school purposes will be raised under the new law the change being in the system of levying the tax.
So far as the condition of the indigent soldiers' fund is concerned a levy is not necessary, as it contains a comfortable balance, but a minimum levy of a quarter of a mill is required by law, hence will be made.
The state levy is increased from 6.406 mills to 8.92 mills, made on a basis of 43 per cent of total valuation. This increase, with the school levy change, accounts for the raise of over 4 mills in the total levy for next year.
