The following comes this Moment from a capital Quarter. All the Letters this Day from Petersburg (April 30th) bring the following positive Advice: The Grand Seignior having left the Place of Congress to the Choice of the Empress of Russia, she has fixed the same to be held at Bucharest. The Plenipotentiaries on the Part of Russia are, the Master of Ordnance, Count Orlow, and the Privy Counsellor Obresckow: On the Part of the Grand Seignior are, Ofman Effendi, Reis Effendi, Imael Bey. The Suspension of Arms will be settled.
