From the last number of the Quarterly Review.

Another cause of the failure of the South was one of her own. This occasioned the loss of New Orleans and other city disasters. It may fairly be said that the men were sterner stuff than the leaders, although the life of each Southern soldier was clearly worth more to his country than of three men to the North, though it was plainly the true policy to husband every able bodied man and never to fight at all in the field except from behind the rivers of this was always the idea.
