The bill failed to pass with the emergency clause attached and on the final vote received a vote of 26 to 9, barely enough to insure passage without the emergency clause, which would make it a law as soon as passed by the house and approved and signed by the governor. The opinion has been expressed that the bill is worthless, as the time for making an appeal will elapse before the bill becomes a law.
