State House.—Mr. Ridgway has introduced into the House of Representatives 'a bill to provide for the completion of the new State House at the seat of Government. This State house was commenced some five or six years ago, when the foundation was laid and considerable material for the building procured; but on account of the great indebtedness of the State, the Legislature refused to make appropriations to carry on the building, and the work was consequently stopped. Mr. Ridgway's bill provides that most of the labor be done by Penitentiary convicts.
