STOCKHOLM, March 24. A plan of finance and commerce is just on the point of being published, from which we promise ourselves beforehand the most advantageous effects. It is also believed, that in consequence of another plan, which appeared here some time ago, an edict will soon be issued in favour of foreigners of all kinds of religion who are willing to come and settle here, and to whom lands will be granted, also privileges for all sorts of manufactures, and an unlimited liberty of conscience.
