REPORT OF THE SECRETARY OF THE NAVY.

The report of the Secretary of the Navy announces the construction of additional steam sloops of war. It expresses entire satisfaction with the result of the apprentice ship system and with the legislation of the last Congress in behalf of the navy. It maintains the abolition of corporal punishment, and recommends an increase of the marine corps and an increase of seamen to 10,000 men.

The Secretary maintains the general action of the Naval Retiring Board, but intimates his readiness to aid in restoring officers in special cases who have been unjustly retired.
