The present Emperor of Russia pursues a policy differing from Peter the Great's, who restricted Archangel's foreign trade to enrich Petersburg. Orders given at public expense to clear the Dwina channel and construct new canals near Archangel to boost commerce. The Dwina, formed by Suchona and Yug, empties into the White Sea and is navigable, supplying Archangel six miles from the sea. Archangel originated from a castle by Basilowitz II for trade protection and became known to Europe after English involvement, but trade was later prohibited by Peter the Great, confining it to neighboring provinces.
