Military movements.---The embarkation of British troops for Canada, the enrollment and discipline of the provincial militia, and the extensive fortifications now going forward, wears an appearance of hostile preparations, according better with times that have passed, than the amicable relations which now exist between England and America. We regard the existing commercial differences as mere questions of policy, about which each nation has a mutual right to pursue its own interest, without cause of complaint. The Canadas, from their situation, are secure from all enemies but the United States. The defence and armaments, therefore, for these provinces must be designed to keep this country in obeisance. The troops on their way to Canada, with the forces already there, outnumber the whole regular army of the United States. But these things are only entitled to a passing remark. We are always prepared for the contingencies incident to all governments. No nation is more desirous of cultivating the arts of peace, or more capable of sustaining the shocks of war.---Rochester paper.
