WASHINGTON, July 14, 1893,
His Excellency, the Governor of North Carolina:
SIR:--Article XVI of the Consular Convention of May 8, 1878, between the United States and Italy (copy of which is enclosed), provides that in the case of the death of an American citizen in Italy, or of an Italian subject in the United States, who has no known heir or testamentary executor designated by him, the competent local authorities shall give notice of the fact to the Consuls or Consular Agents of the nation of the deceased, in order that the information may be at once transmitted to the parties interested.

I have the honor to ask that you will kindly bring the provisions of the article in question to the attention of the competent local authorities in your State, in order that its stipulations may be complied with.
A list of the Italian Consular officers in the United States is enclosed.
I have the honor to be, sir,
Your obedient servant,
W. Q. GRESHAM
Governor Carr will see that the matter is properly referred and given the desired attention.
