A letter from an officer of Engineers, at Cadiz, says-- "We suspect that the French army before this place has lately been considerably weakened, and that more men have joined Massena than Lord Wellington is aware of. Depend upon it there is some ruse de guerre going on. The French are about to make a desperate attempt in Portugal; and more men will be found on their side than is set down for them. The newly invented Seville mortars play the devil with us. The Spaniards begin to feel what bombardment means, as several houses have been knocked to pieces, and serious effects are apprehended."
