It has generally been observed, that a change of men in office, is attended with some advantages to the people at large, at least for a short time. However, the change of post master for this city proves an exception to this general rule.
When Mr. Davis was postmaster, the citizens of Richmond, were allowed to put letters into the office, any time on Sunday, before one o'clock, as the mails were not closed before 4 o'clock in the afternoon; but since Mr. Vandewall has been appointed post master, that indulgence is refused, and without the letters are put into the office before half past 8 o'clock, on Saturday evening, they must remain till the Wednesday's stage. The inconvenience attending this alteration, must be obvious to every person, as it is well known that it frequently happens that the stages arrive so late on Saturday evenings, that it is impossible to answer letters received that mail. Whether the postmaster general has given orders for this alteration, or Mr. Vandewall being desirous to have as little trouble as possible, I am at a loss to determine, but am apt to think it must be the former, for every person in the city of Richmond well knows that Mr. Vandewall is a man of the greatest industry and application. However, I could wish to be informed whom we are indebted to for this alteration and perhaps you, or some of your correspondents, may be able to satisfy me.
