FROM NEW-YORK--MARCH 7.

"You will see by the papers how we are going on. Congress move very slow. Virginia, Maryland, and a part of Pennsylvania, are against assuming the State Debts--The reason is, they have not a great amount of those debts. There is a bare majority in favor of the measure--but how it will go, is uncertain. I think they will be adopted; and, indeed, I think the Secretary's Report, in substance, will be the system of future Finance. I understand, Troops are to be raised for the defence of our fellow-citizens on the South-Western Frontiers from the depredations of the savages. This is the business which has occasioned (as is said) shutting the galleries."
