Burleson to Explain Appointment of McCabe Over Webster.
Washington, March 31.—(Special.)—It was announced today that hearings in the probe of circumstances surrounding the Nashville postoffice appointment will begin Thursday before the house committee on reform in the civil service, of which Representative Lehlbach, of New Jersey, is chairman. It is probable that Postmaster-General Burleson will be the first witness called since charges against him in the matter involve a direct violation of the law. Chairman Martin Morrison and other members of the civil service commission will testify and it is expected that Senators McKellar and Shields will be invited to appear and give their side of the matter.
The postmaster-general in one statement concerning the case, took the position that the civil service commission acted improperly in certifying Robert C. Webster, the soldier applicant, over Charles M. McCabe who was subsequently appointed. This charge against the civil service commission has revived old friction between the postoffice department and the commission and the whole subject is likely to receive an airing. All members of the civil service commission resigned about a year ago, two of them alleging Mr. Burleson was disregarding their recommendations.
