Berlin, Saturday, Dec. 28.—(By The A. P.)—A 'League for the Protection of the Personal Liberty and Life of the Kaiser' has been formed and will issue an appeal to the former advisers of the ex-emperor, as well as diplomats with whom he was associated, to submit all possible documents to prove the emperor's innocence of the outbreak of the war.
Prince Henry of Prussia, who was proposed for president of the league, suggested Von Hindenburg for the position.
